If you rent out a property in Bristol, an Electrical Installation Condition Report (EICR) is not optional — it is a legal requirement. Since 2020, all private landlords in England must have a valid EICR for their rental properties. Here is everything you need to know.

What Is an EICR?

An EICR is a formal inspection of the fixed electrical installation in a property. A qualified electrician examines the wiring, consumer unit, sockets, light fittings, and other fixed electrical components to check that everything is safe and meets current standards.

The report grades any defects found using a coding system:

  • C1 (Danger present) — An immediate risk. Must be addressed urgently.
  • C2 (Potentially dangerous) — Could become dangerous. Requires remedial action.
  • C3 (Improvement recommended) — Not a safety risk, but an upgrade is advisable.
  • FI (Further investigation) — More investigation needed to determine the extent of a fault.

A property passes its EICR if there are no C1 or C2 codes. C3 observations do not constitute a fail.

Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, landlords must:

  • Have an EICR carried out by a qualified person at least every 5 years, or more frequently if the previous report recommends it.
  • Provide a copy to tenants within 28 days of the inspection, and to new tenants before they move in.
  • Provide a copy to the local authority (Bristol City Council) within 7 days if requested.
  • Complete any remedial work for C1 or C2 defects within 28 days, or sooner if the report specifies.

What Happens If You Do Not Comply?

Bristol City Council can issue a remedial notice requiring you to complete the work. If you fail to act, the council can arrange the work themselves and recover costs from you. Financial penalties of up to £30,000 can also be imposed for non-compliance.

How Long Does an EICR Take?

A standard EICR inspection takes between 2 and 4 hours for a typical house. The electrician needs access to the consumer unit and all rooms, so you will need to coordinate access with your tenants.

What If My Property Fails?

If C1 or C2 defects are found, you have a legal obligation to arrange remedial work within 28 days. Once the work is complete, the electrician will re-test the affected circuits and update the report.
